EDUCATION
According to the Ministry of Education, Youth, and Sport (MoEYS), Cambodia's gross enrolment rate for primary education stands at approximately 97.5%, while secondary education enrolment is around 57.96%. There are concerns about dropout rates, particularly in secondary and higher education, and low student learning outcomes remain a significant issue. Assessments indicate that Cambodian students are behind their regional peers in literacy and numeracy. While Cambodia has made remarkable progress in expanding access to education, ensuring quality and equity remains a challenge.


To address those challenges SAMAKY focuses on:
Children rights
Their work with the Social Services of Cambodia (SSC), the School Management Committee (SMC), Participatory Rural Appraisal (PRA)
Increasing School enrollment
Supporting local kindergartens
Supporting village and school libraries
Funding school materials (clothes, transportation means, materials…)
Organizing reading and writing competitions
Promoting hygiene and sanitation facilities

SAMAKY Supports 30 Schools to Develop Strategic Plans

SAMAKY is proud to share the progress of our recent initiative to strengthen education through the development of Strategic School Development Plans for 2024–2028. In close collaboration with the Provincial Office of Education (PoE), Teuk Chhou District Office of Education (DoE), Bokor City Office of Education, and 30 targeted schools, we formed Core Teams to lead the planning process at each school.
Using the Ministry of Education, Youth and Sports (MoEYS) official guidelines and real examples from past successful schools, SAMAKY designed and delivered a step-by-step approach to help schools create practical, sustainable plans.

Forming the ToT Group:
We selected 13 Trainers of Trainers (ToTs), including two women, to champion the process. (April 2025)
Orientation for ToT Members:
ToTs were trained in the five core components of the Standard School framework. (May 2025)
Training for School Directors:
The ToTs conducted training sessions for 30 school leaders, including six women, across the two districts. (May 2025)
School-Based Planning with Coaching:
With continued coaching from the ToTs, each school began developing its own strategic plan. (June-July, 2025)
Highlights and Results:
8 Cluster Schools successfully developed draft plans that now serve as models for other schools.
The project emphasized not just outcomes but process, encouraging inclusive participation and strong stakeholder consultation.
Key elements such as situation analysis, school vision and mission, and development strategies were central to every school’s plan.
